AS PUBLISHED
The Federal Maritime Commission (Commission) proposes to adjust or meet unfavorable shipping conditions created by the Government of Spain. The Commission proposes a per-voyage fee on all Spanish vessels of $200,000 and restrictions on the import of certain Spanish goods into the United States. The Commission also proposes using additional statutory authority to impose these remedies because the Government of Spain has unduly impaired the access of U.S. flag vessels to trade between foreign ports. The Commission herein offers an opportunity for a public hearing. The Commission invites public comment on all aspects of this proposed rule.
