Verified citizens vote YES or NO on the citizen bill. Every verified citizen counts once, and counts the same. A vote from someone who has not verified their identity is saved as a preview and does not count toward the mandate yet.
Once enough votes are in, the result locks in as the citizen mandate: a permanent, public record of what your community decided. This is a vote on Civitus. It is not a vote on the floor of Congress.

Civitus works out which representatives this bill belongs to, the ones who hold the seats that would decide it, and publishes a public record page with the complaints, poll results, vote counts, and the states behind it.
You reach out to them yourself. When that contact is on the record, Civitus logs it. Civitus does not send your bill to congressional offices, and it does not claim to.
Tracking how Congress actually votes is a separate track.
When Congress takes a real recorded vote, Civitus can compare it to the citizen mandate and log any defiance, a representative voting against what citizens mandated. This happens in two cases: federal House and Senate bills Civitus already imports, or when a Civitus reviewer confirms your citizen bill matches a real bill moving through Congress.
Your citizen draft does not automatically reach the House or Senate floor. Civitus measures the gap; it does not move the bill through Congress.
